Assistance to develop innovative technologies

through the Queensland Sustainable Energy Innovation Fund (QSEIF)

Dr Martin Gellender Sustainable Communities Division Environmental Protection Agency, Qld

What does QSEIF fund?
QSEIF is operated by the Environmental Protection Agency (EPA), Queensland.

QSEIF funds development of innovative technologies that reduce environmental impacts associated with consumption of fossil fuels and/or water.

1

The "Goldilocks" factor
QSEIF offsets technical risk in developing and commercialising sustainable technologies: Projects must be innovative and have technical risk that makes it unlikely to attract commercial investment. (We don't want to fund projects that will happen anyway) BUT Projects must have potential for commercial viability.

Who is eligible for QSEIF funding? Queensland-based organisations, usually: Companies Universities, in association with a commercial partner
State or Federal Government Departments, or Government-owned Corporations are NOT eligible.

2

How much does QSEIF fund? Maximum QSEIF contribution: 80% of external project costs
(applicant must contribute at least 20%)

Up to $200,000 per project Eligible project costs include:
Design, equipment purchase, construction of prototypes, engineering consultants, etc

How do we fund?
QSEIF funds specific projects, with a clear outcome. Projects must be well structured with specific, verifiable milestones. Payments are made only upon achievement of milestones. If costs run over, the recipient pays the over-run. If costs run under, we reduce our contribution to the specified percentage.

3

QSEIF scorecard to date
QSEIF has been operating since 1999. More than 70 projects completed or underway. More than $7 million QSEIF funding committed; more than $4 million spent. Private investment raised to commercialise QSEIF-funded technology: more than $16 million. Quantifiable energy savings: 16,800 MWh/year.

LED lighting in refrigeration
Refrigerators/freezers are the worst place for fluoro tubes. QSEIF funding assisted Polyoptics to develop LED lighting using one-third the power of a 36 watt tube. Polyoptics' LED technology won 2007 EPA Innovation in Sustainable Technologies Award.

4

Daylighting panel
QSEIF funding is assisting G James Australia to develop a window panel to deflect sunlight towards the ceiling of building interior. The panel will comprise the top portion of double-glazed windows in commercial building.

High-efficiency LED outdoor lighting
Lumascape Lighting produces a range of high-quality outdoor lamps. QSEIF is assisting Lumascape to develop a range of efficient LED fittings. LED's offer very long life & reliability, but heat dissipation is critical. Lumascape's first LED lamps consume less than half the power for equivalent lighting ambience.

Take-away messages for seeking government funding assistance
Pick the most appropriate Government funding program relating to your project. Government funding agencies can often assist with more than money networks, expertise, referral. Seek advice from government agencies and private service providers. Ask us if your project fits within our guidelines. Plan your project and speak with us at least 6 months before you expect the project to start. Government funding programs are competitive there are no guarantees.
